Residents want say on quarry BY BRIDGET RUTHERFORD Yaldhurst residents are frustrated they can not have their say on a quarry wanting to expand its operation. Road Metals Company Ltd, on West Coast Rd, has made applications to the city council and Environment Canterbury to use land for excavation and to discharge dust from a quarry extension. The existing quarry is at 350 West Coast Rd, and it is proposed to extend the site to 290 and 316 West Coast Rd. A city council hired commissioner, and Environment Canter-
bury decided not to publicly notify the applications. Yaldhurst Rural Residents’ Association chairman Bob Cross said without them being publicly notified it limited the public’s right to have a say as to how they wanted to shape the community they lived in. “We should be worried by this big brother knows best scenario.” The association itself could not make a submission on the application because only 14 surrounding properties were notified and able to make them. ECan consents planning manager Tania Harris said the decision to notify those affected was made
because the effects to nearby properties would be “no more than minor.” “We carefully considered whether we should publicly notify the applications, but were not persuaded there was any reason to do so based on current case law on the relevant Resource Management Act provisions.” She said the notification to neighbours allowed them to express their views. Because the applications are for an extension of an existing activity, the overall effects of the operation on the environment are well known, she said.
“While we acknowledge the considerable public interest in this and adjacent quarrying operations, public interest alone is not enough for an application to require full public notification.” But Mr Cross said the if the quarry was to be extended the effects would be more than minor. “Their once normal lifestyle neighbour offered a typical rural amenity. The prospect now is likely to be a large hole approximately 11m deep.” He said previous resource consents from other quarry operators that had been granted were a huge • Turn to page 2

Floodlights installed for Yaldhurst sports centre The development of the International Sport Centre in Yaldhurst reached its next milestone when the first floodlight masts were raised last week. Lighting and design engineers from Connetics placed the first of four 21m masts around the two new artificial football pitches and two more posts between the two fields were due to be placed on Thursday. The new floodlights would offer the players superior light levels of about 450lux. International Sports Centre director Slava Meyn said the lights were an important step in his quest to provide worldclass facilities for Christchurch players. Players of the Christchurch Football Academy, which is based at the Yaldhurst Rd facility, hope to start training on the brand new artificial pitches by the end of May. Connetics chief executive Jono Brent said the expertise of the lighting and design team had come to the fore and would be there for all see once the lights were switched on. “Where most football players in Christchurch will be used to training in the winter under lights that may generate a fraction of this amount of light, these players will be

Denton Oval gets $200,000 boost BY BRIDGET RUTHERFORD Plans to repair the Denton Oval cycling track have been helped along with a $200,000 donation. Sky TV chief executive John Fellet presented the cheque to deputy mayor Vicki Buck and Canterbury Track Cycling committee chairman Shane Buckner at the oval on March 28. Mr Buckner said Canterbury Track Cycling was grateful for the donation and looking forward to the repairs taking place. “We’re very happy to be able to use some of the money for the next generation of cyclists.” The city council has already agreed to grind the track and remove the bumps and cracks caused by the earthquakes. Mr Buckner said it would be great for the riders to be able to use the track and not worry about hitting a bump or a crack, which could be dangerous when riding at pace. The donation will enable the lighting, changing rooms, showers and toilets to be upgraded and the track rails replaced. “Any track repairs are going to have great benefit to our riders.” He said a date for when the repairs will be completed had not been confirmed, but hoped it could be done before the new season starts in October. The donation was part of Sky TV’s $1 million five-year commitment to help repair the city after the earthquakes, in partnership with the Christchurch Earthquake

LTP meeting
A public meeting to discuss the proposals in the city council’s Long Term Plan will be held at the Upper Riccarton Library on April 15 from 5.30pm-7pm. The plan covers everything the city council does over the next 10 years and beyond. It also outlines options for dealing with an estimated $1.2 billion funding shortfall resulting from the earthquakes. Public hearings will take place next month before a plan is adopted at the end of June.

It may have rained on the last day of the Maadi Cup but nothing could dampen the spirits of Christchurch schools as they won bags of medals. St Margaret’s won the big one, the under-18 girls coxed eight beating Epsom Girls Grammar of Auckland by two seconds in the final. The Maadi Cup at Lake Karapiro, Cambridge, is the pinnacle of secondary schools rowing, and a springboard for the country’s future national representatives. After winning it in 2013 they finished third last year and have now regained the title. The eight was made up of Georgia Voice, Taylah Eder, Caroline Pearson, Millie Borren, Lily Marshall, Olivia Mendonca, Izzy Goddard, Star Davidson and cox, Grace Cocks. The school’s under-17 coxed eight and coxed four crews also bagged the gold medal. It was the third time in four years the under-17 four finished in top spot, this year beating out Nelson College by 1.25sec. The four was made up of girls who also won the under-18 eight, Star, Izzy, Millie, Georgia and cox Grace. St Margaret’s also walked away from Lake Karapiro with three silver medal wins in the under-18 coxless pair, under-16 coxed four and the under-15 coxed octuple sculls. The team captain, Olivia, was picked to take part in the New Zealand junior trials which start

on April 12 while Georgia, Izzy, Milie, Star, Saskia Klinkenberg and Grace were all selected for the South Island trials. St Andrew’s also had a historymaking event. The under-18 coxless pair of Sam Martel and Sam Robertson won the school’s first gold medal in a sweep oar event (non-sculling) in 32 years. They beat out the crew from Auckland’s Mt Albert Grammar School by 3.4sec. The pair were also selected as trialists for the national junior rowing team. The under-16 coxed four of Zack Rumble, Thomas Russel, Mitchell White, Ben Taylor and cox Angus Taggart secured the school’s other gold medal of the regatta. St Andrew’s also won a bronze medal in both the under-18 lightweight coxed four and the under-16 coxed eight. Rangi Ruru rounded off a successful regatta for schools from the nor’ west area. They won four medals including two golds. The under-15 coxed four of Samantha Wing, Claudia Reid, Jemima Bell, Isabella Carter and cox Harriet Green were not in contention at the halfway stage of the final but stormed home in the second kilometre to win by 1.29 seconds over Auckland’s Baradene College. Rangi’s under-15 coxed eight was the other golden crew again beating Baradene. The crew consisted of Claudia, Samantha, Jemima, Isabella, Sophie McCartin, Izzie Evans, Emma Stephens, Alice Sproat and cox Maisie Nattrass.
Girls’ High finished the regatta with seven medals including two golds. The under-18 coxless pair of Grace Shaw and Sophie Jackson powered home to take gold ahead of St Margaret’s and the under-18 lightweight coxed four of Rhiannon Mason, Paige and Taylor Waddington, Sara Buerki and cox Sarah Fitchett were also too good for Auckland’s Westlake Girls’ High School who finished second third. Sarah and Sophie were selected to trial for the South Island rowing team and Grace was picked for the national trials. Christ’s College picked up a medal of each colour with the gold medal going to the under-17 coxed eight. The eight was Cameron Smith, Monty Elworthy, Oscar Acland, Tom Darry, Rowan Taylor, Angus Gray, Luke Austin, Oliver Taylor and cox Daniel Harnett. The eight finished in a time of 5min 52.56sec, 2.35 seconds faster than Hamilton Boys’. The other medal-winning crews were the under-18 coxed eight with silver and the under-18 coxed four with bronze. Monty, Oliver, Oscar Rowan and Sam Tillman were all selected to attend the South Island team trials and jack Caulton was selected for the national trials. Boys’ High were unable to bring home a gold medal but still finished with two silvers and two bronze with Jack Lopas, Sean Youngman and Josh Rodger were selected for national and South Island team trials.

Bid to divulge pit concerns BY BRIDGET RUTHERFORD A community board member wants potential homeowners to be well aware of the issues surrounding the Owaka Pit before buying in the area. Riccarton-Wigram Community Board member Debbie Mora said when people are making a purchase they have a right to know all the facts. “Not only that, the developers need to know as well.” She said if people were looking to buy in the area they should get in touch with the community board or a local residents’ association to talk about any pressing issues. With the new Magnolia Estate subdivision going in on Wilmers Rd and a Summerset retirement village planned for the corner of Wigram and Awatea Rds, people should have all the facts, she said. The pit has been a source of contention for years and the issues came to a head in 2013 when a pile of medium density fibre (MDF) spontaneously caught alight and took weeks to contain. Ms Mora said the airborne particles were known to be toxic and a number of people were hospitalised after the fire. “You can’t tell me it’s not poisonous.” She said people moving to the area could have breathing problems or may have newborn babies who would be affected by the airborne particles from the pit.

She said when the fire ignited at the pit, the fumes were so bad she thought she was choking to death. Her home bears the brunt of the dust which comes from the site and covers her window sills, she said.
She told the board when she moved to the area she did not know about the pit, and it would be the same for a number of other people doing the same. The nearby subdivision was currently selling sections for over $250,000 alone, she said. “I bet people buying them don’t even know about it.” Summerset chief executive Julian Cook said the group was aware of some of the issues surrounding
the pit. “We are aware of some concerns in the community and we are working with Environment Canterbury to ensure there are no issues for our prospective residents. “The wellbeing of our residents, and the communities our villages are part of, remains our highest priority.” A spokesperson for Magnolia Estate did not respond to the Western News.

Riccarton residents quizzed on community safety Do you feel safe in your neighbourhood? That is the main question being asked of Riccarton West residents as part of a neighbourhood safety survey. Residents of Riccarton West are working with the city council, police and neighbourhood support to make the neighbourhood safe and welcoming, and can fill out a survey to help. Some other questions being asked in the survey include how long people have lived in the area, whether they have seen changes in the area, whether they think crime is a problem, whether they avoid particular places in the area, and whether they have been personally affected by crime. The information from the survey will be used to develop a full picture of how people feel about Riccarton West and issues of concern. This will allow a neighbourhood safety plan to be developed, to build neighbourhood ownership, and make the neighbourhood a better place to live, work, and play. Spokes Canterbury says roadside parks need to be removed for cyclist safety in the Middleton area. The organisation is welcoming designs for a roading upgrade which is part of $10.5 million project to ease traffic congestion in the area. Major work on Annex Rd, Birmingham Drive, Wrights Rd and Matipo St is likely to be approved by the city council and would include some cycleways, at the expense of about 190 parks. Spokes Canterbury chairman Don Babe said roads were designed to get people from one place to another and were too valuable to use as car parks. “Roads are thoroughfares, not car parks.” The Riccarton-Wigram and Spreydon-Heathcote community boards discussed the plans at a meeting last month. Both boards agreed the plan was a positive step, but the removal of the parks in the area was concerning. The boards recommended the city council approve the project, but asked it to go back and revise the parking

Anzac tribute at airforce museum
An annual Anzac commemoration will be held at the Wigram Airforce Museum on Wednesday. The service has been organised by Master United Forces Lodge No 245, which is part of the charity organisation Freemasons New Zealand. It will commemorate 100 years since the landings of Gallipoli and will take place in the aircraft hangar at 6pm. It welcomes veterans, widows and wives of veterans, Cadet Forces personnel, masonic, civil and military dignitaries, Freemasons and invited members of the public. There will be the reception of various groups of dignitaries and the Grand Master of NZ Freemasons will be received. The ceremony will then be conducted by United Forces brethren and the Cadet Forces personnel and will include an address by Chief of Navy Rear Admiral Jack Steer. Following the ceremony, all attendees will make their way to the museum atrium where a light finger food supper will be served and a cash bar will be operated. A brass band will perform the ceremonial music as well as some wartime music. The veterans are expected to be farewelled from the museum at about 9pm.

oxing fans were out in force at Horncastle Arena on March 28 to attend the Rockstar Energy Drink Super 8 Redemption, featuring Brian “The Beast” Minto. Billed as the biggest lineup of professional boxers to ever visit Christchurch, the event was a fundraiser for the charity KidsCan as well as a display of world-class boxing. 1 kg lamb shoulder, bone in 400g can chopped tomatoes 2 cups water 200ml jus or reduced stock, warmed 150ml olive oil 24 pieces potato gnocchi ½ cup parsley leaves, washed ½ tsp salt Heat oven to 200 deg
C. Place lamb in a large roasting dish with tomatoes and water. Cover and seal tightly with foil. Place in oven and cook for 30 minutes before reducing temperature to 150 deg C and continuing to roast for 2 to 3 hours or until lamb is extremely tender and falling from the bone. Remove lamb from oven and allow to cool before picking meat from the shoulder and discarding any bones and fat. Increase oven temperature to 200 deg C. Place lamb into a large heavy-based frying pan with jus and return to oven, basting oc-

casionally with jus. Heat 50ml of the olive oil in a large non-stick frying pan over a medium to high heat. Add gnocchi and cook one side until golden brown. Turn gnocchi over in the pan and place in the oven for 4 to 5 minutes. To make parsley oil, place parsley and salt into a mortar and grind to a smooth paste. Add remaining olive oil and muddle together. Remove gnocchi from oven and divide between 4 plates. Top with lamb and reduced juices. Finish with a drizzle of parsley oil and serve immediately.

Pastry 175 unsalted butter, at room temperature 75g icing sugar 2 egg yolks 250g flour 1 Tbsp cold water Filling 540g soft brown sugar 380ml cream 3 Tbsp plain flour 75g butter 3 eggs 1 egg yolk 150g chopped walnuts Place the butter, icing sugar, egg yolks, flour and cold water in a mixing machine bowl and mix on low speed with the paddle attachment until the pastry comes together to form a dough. Knead lightly, roll into a ball, wrap in plastic wrap and refrigerate for 30 minutes or overnight. Heat oven to 200 deg C. Place brown sugar, cream, flour and butter in a small pot and bring to the boil over a medium heat. Remove from heat and allow to cool slightly. Unwrap pastry and slice thinly. Lay slices into a 28cm tart tin with a removable base and press to cover tin. Ensure pastry is evenly and thinly spread, about 2mm thick. Remove excess from edges. Whisk eggs and egg yolk in to the sugar mixture and pour into pastry-lined tin. Sprinkle with walnuts and bake for 10 minutes before reducing oven temperature to 175 deg C and cooking a further 30 minutes or until golden and just set. Remove from oven, allow to cool and serve with ice cream.

The entry criteria is open to all applicants over the age of 16 and is free. All you need is a pair of safety boots. This free course is designed to provide a pathway for students into employment or further courses in the construction industry. This Level 2 qualification will let students learn practical and theoretical skills and complete projects relating to the construction industry. Basic trade calculations, drawing and plan reading are taught, though the course is mainly practical which is great for students who prefer hands-on learning. This course
teaches the basics of health and safety in the construction industry, and students on this course will have the opportunity to gain a Site Safe license, which is required to work on any construction site. Tutors running the course come with a wealth of industry experience and have organised projects to include small workshop-based joinery through to building a small shed and contributing to building a house on-site. Genuine one man band Lil’l Chuck aka David Thorpe celebrates the launch of his new album, ‘Blues in Full Swing’ with a FREE show at The Wunderbar in Lyttelton, from 8pm next Thursday (9th April) with support Brendan Gregg. “The last few years have proven to many that you have to seize the moment, time waits for no-one,” said David. “Being a one-man band had been in my head too long and I had to start getting it down. If for nothing else than as a personal archive and love letter to my family.” David is a familiar local musician. Apart from his current project performing and recording as Li’l Chuck, he has been involved in numerous collaborations including the well known Black Velvet Band. According to David, his new album is lighthearted and full of foot tapping good times. Each song illustrates the essence of a one man band, with all of the instruments played and recorded simultaneously. “I’m blessed with the ability to perform by coordinating multiple instruments at one time. I am proof that men can indeed multitask!”
